Tattoo acceptance status

I have tattoos on seven parts of my arms, stomach, backless, and calves. There is a super public bathhouse attached to the facility, and although there was a sign stating that tattoos are not allowed, when I took a bath and was given a man-to-man lu-ruu in the sauna, I was asked to cover only my arms. However, when I took a bath and was given a man-to-man lu-ruu in the sauna, I was only asked to cover my arms. I thought that since I was staying overnight, I might be treated that way, but I was not told even after several times of bathing, and the same was true for other members, but it did not seem like I was told.
