The official Q&A states that guests may enter if their tattoos can be completely covered with up to two of the facility's designated cover stickers (330 yen each). The sticker size is given as both 15 cm × 10 cm and 15 cm × 7.5 cm on the same page, so please confirm before visiting. Guests who refuse the stickers or whose tattoos cannot be fully covered are refused, and anyone found bathing with the stickers removed may be asked to leave without a refund.
